“You have visited three Latin American countries that are closely associated with the Iranian revolution: Venezuela, Nicaragua and Cuba,” said President Diaz-Canel. He appreciated that these countries, along with Iran, “should have heroically resisted sanctions, pressure, threats, blockades, and intervention by Yankee imperialism and its allies.”
Therefore, this visit, he stressed, expresses “the unity of those of us who have been condemned for wanting to build societies different from those that the Yankee paradigm wants to impose, and for this reason we have been subjected to blockade, unjust, inhuman, unreasonable sanctions. This is a message that we are united, that we do not give up our beliefs, and that we are all going to use the potential we have to complement each other and become stronger in the confrontation with the empire.
He then emphasized, in the current context, that both countries are worried that they are “getting imperial brutality.” In the case of Cuba, from the tightening of the blockade and inclusion in the list of countries sponsoring terrorism, to which was also added “a huge media campaign discrediting the Cuban revolution”, and the use of “cultural colonization strategies aimed primarily at our youth.”

Diaz-Canel also spoke about the “firm friendship and strong relations that have been established between our peoples, based on respect and friendship”, about what, in his opinion, “gives us the opportunity to expand this wonderful state of our relationship also to economic, trade and cooperation spheres”.
As a sign of the interest of both countries in further strengthening existing ties and ensuring continuity at a high level of exchange of political dialogue, the Cuban head of state informed the President of Iran of his decision to visit the Persian people before the end of 2023. “This is a welcome, long-awaited and necessary visit,” he said, which had to be postponed “first because of the problems with COVID-19, and then because of all the situations that we have faced.”

Likewise, he ratified “the spirit of joint cooperation and strengthening of our relations, and that this also allows us to jointly resist the aggressive policy of the empire.”
He stressed once again: “I express our decision, our political will to continue to expand economic, trade and financial relations with Iran.”
Referring to a visit that both made shortly before the official talks at the Center for Genetic Engineering and Biotechnology (CIGB), President Diaz-Canel assured that what was highly appreciated there “showed us that there is a beautiful story already materialized in the results, about the opportunities that our peoples have, about the opportunities that our countries have to participate in joint projects that bring mutual benefit.
And this experience, he emphasized, “is completely inspiring for everything that we intend to do in the future in terms of bilateral relations.
“We have great faith and great hopes for what we can do in the present as well as in the future,” he concluded.
Speaking, the President of Iran thanked for the invitation to visit Cuba and expressed his respect to all the heroes of the fraternal Republic of Cuba, who gave their lives for the independence and freedom of this people.
With the outbreak of the Islamic Revolution, he reflected, “bilateral relations between Iran and Cuba took on a new form, they completely changed, and relations between the two revolutions were established, which were strengthened during these 44 years of the Islamic Revolution. “Our relations with Cuba have been strengthened and expanded every day, especially in recent years and during the COVID-19 pandemic, when there was very good cooperation and scientific exchanges between both countries, especially in the field of biotechnology and vaccine production. ,” He said.
He emphasized that the conditions and circumstances in which Cuba and Iran find themselves today have much in common, referring to the intention of both countries to preserve the independence of their peoples.
Ties Agreements
After the completion of official negotiations between the two leaders, accompanied by their respective delegations, they went to the Sol de America Hall, where six bilateral documents between the Republic of Cuba and the Islamic Republic of Iran were signed.
- Comprehensive Cooperation Program between the Government of the Islamic Republic of Iran and the Government of the Republic of Cuba: aims to strengthen and deepen the bonds of friendship, cooperation and understanding between both countries in favor of peace, justice and international stability.
- Memorandum of Understanding on the Mechanism for Cooperation and Political Consultations between the Ministry of Foreign Affairs of the Republic of Cuba and the Ministry of Foreign Affairs of the Islamic Republic of Iran: expresses the desire of both ministries to improve bilateral exchanges and aims to expand exchange mechanisms and political-diplomatic consultations between both ministries of foreign affairs.
- Memorandum of Understanding between the General Customs of the Republic of Cuba and the Customs Administration of the Islamic Republic of Iran on the exchange of advanced electronic information on the international movement of goods: aims to improve mutual administrative assistance between customs administrations, in order to respect economic interests, strengthen trade relations and expedite customs clearance between the two countries .
- Memorandum of Understanding between the General Customs of the Republic of Cuba and the Customs Administration of the Islamic Republic of Iran on cooperation in the field of personnel training: aims to develop a constructive relationship in the field of training, create an atmosphere of mutual understanding to achieve common goals and objectives, and conduct joint consultations on issues of bilateral interest.
- Agreement between the Ministry of Communications and Information Technology of the Islamic Republic of Iran and the Ministry of Communications of the Republic of Cuba on cooperation in the field of telecommunications, information and communication technologies and postal services: indicates the willingness to promote cooperation in the above areas, promote and exchange experiences, and expand the already existing close relationship cooperation. The agreement is based on the common interest of the two governments in supporting the ideals of the information and knowledge society for the well-being of both peoples.
- Memorandum of Understanding between the Ministry of Justice of the Republic of Cuba and the Ministry of Justice of the Islamic Republic of Iran: its purpose is to expand the mechanisms for the exchange of experience in the field of law, the organization of seminars and other similar events that allow for the expansion of institutional cooperation between the two ministries.
