Under Section 42, a migrant may attempt to cross the border multiple times without legal proceedings, but under Section 8, the migrant is punished and deported. In addition to militarizing the southern border, the Departments of Homeland Security and the State Department announced the opening of one hundred regional immigration processing centers and are conducting a communication campaign in Spanish to discourage project participants from crossing the border illegally into the United States.
On Wednesday evening, agents from the National Guard and Customs and Border Protection (CBP) conducted a security and containment exercise for migrants at the San Ysidro International Port.
The exercise, which could be observed from the Mexican city of Tijuana, was aimed at measuring the ability of agents to block access in the event of a mass attempt by migrants to cross the border.
